As of 26 March 2025 (the effective date), a small set of flexible plastic packaging-like products (PLPs) will no longer be in scope of Alberta’s Extended Producer Responsibility Regulation (AR 194/2022).
This means that PLP Producers of the impacted products will no longer be responsible for any fees after the exemption effective date. They are still obligated for any fees assessed between the Regulations implementation and the effective date of this new exemption.
The Alberta Recycling Management Authority (ARMA) describes the newly exempt PLPs as:
PLPs that are typically used for the containment, protection, or handling of food, such as cling wrap, sandwich bags, and freezer bags. These products will be exempt from EPR obligations if they meet the following criteria:
- The product is ordinarily used for the containment, protection, handling, delivery, presentation, or transportation of a thing or things.
- The product is ordinarily disposed of after a single use, whether or not it could be reused.
- The product is not used as packaging when it is supplied to the end user.
