    Scope

    • Articles and complex objects (products) that are put on the EU market and contain Substances of Very High Concern (SVHC) that exceed 0.1% by weight.
    • Under REACH, an “article” is defined as an object with a specific shape, surface, or design, where its function is more dependent on its form than its chemical composition.
    • Under the WFD, Substances of Concern in Articles as such or in complex objects (Products) are tracked via the SCIP database.

    Requirements

    • The EU Waste Framework Directive requires manufacturers or importers placing articles on the EU market to notify ECHA’s SCIP database if the product contains a substance from the Substances of Very High Concern (SVHC) list, and exceeds 0.1% by weight.
    • REACH also mandates supply chain communication, requiring notification to downstream users about the presence of SVHCs and providing instructions for safe use.

SCIP stands for “Substances of Concern In articles as such or in complex objects (Products).” It is a database established under the EU’s Waste Framework Directive (WFD) (2008/98/EC) and managed by the European Chemicals Agency (ECHA). The SCIP database aims to ensure that information about Substances of Very High Concern (SVHCs) present in articles is available throughout the entire lifecycle of products, including the waste stage.

Effective as of January 5, 2021, companies that supply articles containing SVHCs on the ECHA Candidate List in concentrations above 0.1% weight by weight (w/w) on the EU market are required to submit information to the SCIP database. This obligation applies to:

  • EU-based manufacturers and assemblers
  • Importers into the EU
  • Distributors and other actors in the supply chain placing products on the market.

The SCIP database enhances safety for waste operators by providing detailed information on hazardous substances present in products. This transparency enables efficient processing and the potential removal of such substances prior to recycling. The submitted information must:

  • Identify the article clearly.
  • Specify the name, concentration, and location of the SVHCs present.
  • Provide guidance for safe use and disposal, particularly to ensure proper waste management.

This information needs to be built and submitted in the IUCLID format, or leverage solutions that provides a system-to-system data transmission.
