Frequently Asked Questions
The regulations and standards applicable to certain products is dependent on several factors:
- The intended use of the product
- Product users
- Technical specifications for the product
- The markets where the product is sold
- The chemical constituents that make up the product
- Whether there are inherent hazards or risks associated with the product
There are several key types of regulations to consider after answering the above questions:
- Chemical control regulations ensure chemicals are properly identified and managed within a given jurisdiction;
- Hazard communication regulations requiring warning workers and consumers about potential hazards associated with a product;
- Consumer protection laws require additional labeling and transparency so that consumers have the knowledge to properly use and manage potential hazards and risk associated with the products they buy;
- Trade/Import/and Export laws govern what products may enter into or leave a given jurisdiction;
- Industry-specific regulations impact how specific types of products can be marketed or sold as well as additional labeling and assessments that may be required for those types of products;
- Emerging issues regulations which are often unique to a particular concern for health and environmental safety – commonly these involve substances of concern like, for instance, perfluorinated alkyl substances (PFAS).
While some regulators and enforcement agencies provide guidance for properly labelling products according to a given regulation, labelling content can be open for interpretation in most cases. Following regulatory guidance, if available, is the best starting point.
In addition, reviewing safety data sheets (SDSs) can offer additional insights into hazard and precautionary statements that should be added to your product label in order to properly warn product users, and are often required under hazard communication and consumer protection laws. The product’s chemical composition often has a large impact on required labelling and warnings.
Finally, there are ISO and ANSI standards available that provide best practices for clear and comprehensive product labelling and warnings.

Risk assessment is a major theme in product regulations. In order to properly warn product users, risk assessment methods should be used to assess the potential hazards and risks associated with the product and its physicality and chemistry.
Risk assessment is a function of four key pieces of information: hazard, dose-response, and exposure assessment all contribute to understanding the overall potential risk of human and environmental effects from a given chemical, biological, or physical agent.
Risk assessment is directly associated with product safety and product safety is essential to protecting the health of workers and product handlers, consumers and end-users, and the environment. Risk assessment is also the crux of many product safety and regulatory schemes.
