Consumer Electronics Right to Repair Becomes Law in Washington State

On 1 January 2026 new digital electronics Right to Repair law will go into effect in the state of Washington.

HB 1483, the Right to Repair Act:

Requires manufacturers of consumer electronics to enable the diagnosis, maintenance, and repair of their products by consumers or third-party repair shops. Manufacturers must provide access to information, tools, and parts for their products on fair and reasonable terms. They are also restricted from “parts pairing”, a practice that prevents technicians from fully installing spare parts, or sends out warnings if an original equipment manufacturer (OEM) part is not used. OEMs are not required to make available a part or physical tool that is no longer available to the OEM.

Covered products include digital electronics like laptops, cell phones, and home appliances that were manufactured, sold, or used in Washington on or after 1 July 2021. 

Excluded products include medical devices, video game consoles, motor vehicles, solar, and agricultural equipment.

This law follows the enactment of similar right to repair laws in California, Colorado, Minnesota, New York, and Oregon.

Effective 27 July 2025 – SB 5680, Mobility Devices – Servicing and Right to Repair Act:

This act creates a right to repair mandate for powered, power assisted, and manual wheelchairs, mobility scooters, and other similar mobility devices.

  • “Equipment” means mobility devices designed for people with physical disabilities including, but not limited to, power wheelchairs, manual wheelchairs, mobility scooters, and power assist devices for manual wheelchairs.
  • “Manual wheelchair” means a wheeled mobility device that is a chair that can either be propelled by the user or pushed by another person.
  • “Mobility scooter” means an electric personal transporter that is used as a mobility aid for people who need assistance with walking or getting around.
  • “Power assist device” means a motorized attachment that can be added to a manual wheelchair to help the user propel the wheelchair with less effort.
  • “Power wheelchair” means a motorized wheeled device designed for use by a person with a physical disability.

It requires OEMs to provide under fair and reasonable terms access to documentation, tools, and parts so that consumers or third-party repair shops can diagnose, maintain, and repair their products.  OEMs are not required to sell parts for products no longer available to their authorized repair shops.

 Washington is the third state to adopt such a law, joining California and Colorado.
