Japan is set to modernize its electronic notification (e-notification) process for new chemical substances under the Chemical Substances Control Law (CSCL). The proposed amendments, that were under public consultation until 3 September, aim to streamline submissions and expand access.
Key changes include:
- Global Access: Entities outside Japan will be permitted to submit e-notifications.
- Simplified Identification: The current applicant code system will be replaced with a personal PIN for submitting reports and applications related to low-volume, small-volume, and polymer substances.
- Paper-Based Option: Companies facing technical issues with the e-system may opt for paper submissions for low- and small-volume substances.
Implementation timelines:
- Main reforms: Promulgation expected October 2025 and enforcement begins 1 July 2026.
- Paper-based option: Enforcement starts 1 January 2029.
Additionally, Japan’s Ministry of Economy, Trade and Industry (METI) has proposed updates to the technical standards of the e-notification system to align with revised regulatory requirements.
These will be enforced from 1 April 2026.
