Quebec is the first, and so far only, province in Canada to enact a Right to Repair law for commonly used goods.
Consumer Protection Act (CPA), as amended by Bill 29: An Act to protect consumers from planned obsolescence and promote the durability, repair and maintenance of goods comes into effect on October 5th, 2025. It is meant to provide consumers with information, understanding of repair options, a reduction in products with a planned obsolescence, and to prohibit the use of techniques that would make repairs difficult for consumers.
A unique feature of this new regulation is the requirement to disclose in writing information to consumers (in both French and English) prior to product sale of information about warranty, and the availability of replacement parts, repair services, and maintenance information. This information can be published online or included in a product user or maintenance manual. Such disclosures are mandatory whether or not a business intends to provide repair support, or if it is an online or physical store.
If a manufacturer does choose to make replacement parts available, it must also ensure that those parts can be installed using commonly available tools, and that repairs will not damage the product. Third party or self-repair will not void manufacture warranty.
Obligated products are broadly defined as all goods “of a nature that requires maintenance work”. This has been interpreted by a Quebec court to mean consumer products.
Noncompliance with this regulation may result in fines or administrative penalties.
