Seven new substances proposed for inclusion in the candidate list

A further seven substances have been identified for potential inclusion in the candidate list. The list of substances, published 31 August includes two UV absorbing substances which were proposed by the German Authority. 2,4-di-tert-butyl-6-(5-chlorobenzotriazol-2-yl)phenol (UV-327) and 2-(2H-benzotriazol-2-yl)-4-(tert-butyl)-6-(sec-butyl)phenol (UV-350) are full spectrum UV absorbers.

They are commonly used as UV stabilisers for plastics, rubbers and polyurethane in the automotive industry, they are also used as sun protection agents in cosmetics. Both have been proposed because they are very Persistent and very Bioaccumulative (vPvB) substances.

The Swedish authority has proposed a phthalate for inclusion on the list. Phthalates are commonly used as plasticisers in the manufacture of PVC, rubber and plastic articles. The substance currently being proposed (dicyclohexyl phthalate) has been identified because it is a reproductive toxin, it has also been identified as being of equivalent concern due to its probable effects to human health, in particular as an endocrine disruptor.
Hexamethylene diacrylate (HDDA) is a very potent skin sensitiser that can give rise to severe allergic contact dermatitis in humans. The other substances currently being proposed have been identified based on their carcinogenicity and/or their potential reproductive toxicity.
If these substances are placed on the candidate list new regulatory obligations on importers of articles will be triggered; substances must be notified if imported at quantities of 1 tonne/year or more or if the candidate substance is present in an article at or above 0.1%(w/w).
ECHA have published reports detailing the rationale for proposing each substance for inclusion in the candidate list. They are currently inviting comments from all interested parties during the public consultation phase. The deadline for submission of comments is midnight 15 October 2015.
