Colombia’s Chemical Inventory Update Deadline Approaches

NOTE – A revised version of this blog was published on November 20th, 2025 and can be accessed here: https://h2compliance.com/colombia-decree-1630-2021-insqui-registration-ree-compliance/

Businesses importing or manufacturing chemicals in Colombia face a critical deadline on the 30th of September 2025 , to update their data on the National Inventory of Chemical Substances for Industrial Use (INSQUI). This follows the initial registration period that ended in May 2025.

Background

Colombia’s chemical regulation is governed by Decree 1630 of 2021, which established a national framework for managing industrial chemicals. The regulation requires:

  • Registration of industrial chemicals produced or imported in quantities over 100 kg/year.

  • Annual updates to reflect changes in volume or other relevant data.

  • Compliance with OECD guidelines, as part of Colombia’s efforts to align with international standards.

The INSQUI system was launched in 2022 to facilitate this process and support Colombia’s accession to the OECD. It mirrors similar initiatives in Latin America, such as Chile’s national inventory and ongoing efforts in Brazil and Peru.

Who is impacted?

The 30th of September 2025 deadline applies to:

  • Colombian manufacturers and importers who registered substances by the May 2025 deadline.

  • Any company that has registered substances since May 2025.

  • Entities that missed the May deadline must now register substances as “new,” regardless of when they were produced or imported.

Key Actions for Companies

To remain compliant, companies should:

  • Log into the INSQUI portal and review previously registered substances.

  • Update volumes and any changed information for substances registered in May.

  • Register any unreported substances as “new” if they were missed during the initial window.

  • Ensure all data complies with both Decree 1630 and OECD standards.

  • Consult the official instruction guide (available on the INSQUI website) for step-by-step help.
