An update to the Official Journal was published on August 19th to include nine additional substances to Annex XIV of REACH. The Authorisation process is applied to the highest risk Substances of Very High Concern (SVHCs) to ensure proper control of use, and to encourage replacement with suitable alternatives.
Substances on the Authorisation list cannot be placed on the market or used after a given date within the EU/EEA, unless an authorisation is granted for their specific use, or the use is exempted from authorisation.
The nine additional substances are;

Why is DMAC not included?
The substance N,N-Dimethylacetamide (DMAC), which was also recommended for inclusion onto Annex XIV by ECHA as part of the list above, was not proposed for inclusion by the EU Commission during the final stages of the adoption of this list. The reasons cited by the Commission in the Annex XIV entry relate to the fact that DMAC, an aprotic solvent, has similar intrinsic properties to N-Methyl-2-pyrrolidone (NMP). As a restriction proposal for NMP is currently progressing through the ECHA committees, the Commission has postponed the inclusion of DMAC in order to ensure that these two substances are regulated in a consistent manner. DMAC remains on the Candidate List and could potentially be proposed for Annex XIV inclusion.
Application Dates for Chromates Extended
Four new chromium (VI) compounds have now been added to Annex XIV Authorisation List. While the Latest Application Date (for authorisation) was originally proposed for 24 months post inclusion onto Annex XIV by ECHA, the European Commission have extended this date to 35 months post inclusion onto Annex XIV in order to align the regulatory deadlines with other Chromium substances on the list.
DEHP Authorisation Approved
The European Commission issued on 9 August 2014 its first decision to authorise a specific use of plasticiser Bis (2-ethylhexyl) phthalate (DEHP), during the diffusion bonding and manufacture of aviation engine fan blades. The authorisation is valid until 21st February 2022. The authorisation holder is Rolls-Royce Plc of Derby, United Kingdom.
