1 October 2024 – deadline to register in Colorado
Producers in Colorado subject to the Producer Responsibility Program for Statewide Recycling Act have until 1 October 2024 to register with the PRO, Circular Action Alliance (CAA). The deadline for participation (e.g. sharing data, paying fees) is 1 July 2025.
31 March 2025 – deadline to register in Oregon*
Oregon has proposed moving up the requirement for registering with CAA, the PRO for the Plastic Pollution and Recycling Modernization Act, to 31 March 2025. A Producer must join CAA by 1 July 2025.
1 July 2025 – deadline to register in Minnesota
Minnesota has just started their rule making for the Packaging Waste & Cost Reduction Act, but will require Producers to join a PRO by 1 July 2025.
1 January 2027 – deadline to register in California*
California’s SB54, the Plastic Pollution Prevention and Packaging Producer Responsibility Act has a less clear registration deadline. Producers have until CAA’s PRO plan is approved or 1 January 2027 to join CAA (currently the only PRO), whichever is sooner.
Maine has not yet set a registration deadline, and are still in the process of establishing rules for PRO selection. Finalized rules for the Act To Support and Improve Municipal Recycling Programs and Save Taxpayer Money are expected to be done by Spring/Summer 2025.
CAA as the PRO in multiple states has set up an easy registration process. Producers need to fill out just one form and select the states in which they might have obligations to register.
