Colombia Registration Deadline Approaching

In June 2023, Colombia launched an online registration system for industrial substances. Companies have until May 2025 to provide basic information on hazardous substances. Substances registered after this deadline will be considered new and subject to stricter requirements.

The deadline to register hazardous chemicals in the National Inventory of Chemical Substances (INSQUI) database is 30 May 2025. This registration covers chemicals imported or manufactured in Colombia during 2021, 2022, and 2023. Companies that imported or manufactured chemicals during this period need to register their hazardous chemicals prior to the upcoming deadline in May.

To register chemicals in the INSQUI database, an importer must be a Colombian company or citizen. However, for confidentiality reasons, a foreign manufacturer can serve as its own Exclusive Representative Abroad (Representante Exclusivo del Exterior, or REE), meaning they do not need to be a Colombian entity or citizen. A REE allows the foreign entity to submit information on behalf of their Colombian importers.

Any substance notified after the first National Inventory is created (i.e., after the 30 May 2025 deadline) will be considered a new substance. Importers and manufacturers of new substances will have six months to report the substance from the date they surpass the 100 kg/year threshold.
